Recently land properties with missing owners have been growing in numbers, which causes a serious problem as an obstacle for fulfilling public works etc. In order to utilize effectively such land properties for the purpose of public works etc., this thesis considers a rationale and legal system relating to the ‘Deemed Abandonment of Ownership of Land’, referring to the existing legal systems and institutions.
