The Road Act and its application will be revised in order for roads function as public property convenient and useful for people. It is beneficial to revise the occupancy permit requirements to recognize the diverse purposes of road space, which cover not only the traffic viewpoint but also the revitalization of communities, as the essential purposes of the road. Street markets have been legally accepted and provided livelihood for people living nearby all over the world for centuries. However, in Japan, the traditional street market has been getting fewer while the modern type of markets in private lands are blooming. This paper investigated the latest market situation in London where street markets is seen as an essential part of Londoners’ everyday experience of the capital not only by citizens but also by local authorities. Finally, we discuss several noteworthy aspects in relation with the street markets in Japan.

The paper indicated that the streets with the high priorities of community activities and pedestrians are being realized internationally. It also described the characteristics and issues of street renovation in Japan, taking the avenue in front of a railway station as an example. From the standpoint of urban life sustainability, enhancing the number of outdoor activities and diversity of people on the street is a common issue in the globe. However, in Japan, the use by non-traffic activities has been perceived in a confrontational manner as a cause of traffic obstruction, and its real value is still underestimated. It will be necessary to reorganize the planning scheme so as to prove the social and environmental value of various street uses to the public.

Have ‌you ‌ever ‌heard ‌the ‌phrase ‌“On‌stage‌Shizuoka” ‌It ‌is ‌one ‌of ‌our ‌emphasized‌ projects‌ to ‌develop ‌an ‌increasingly ‌interactive ‌population‌ through‌ revitalization ‌of ‌the ‌local ‌economy ‌by ‌making ‌our ‌city ‌walkable ‌and‌ invigorating, a‌ city ‌where ‌visitors ‌can ‌spend ‌a‌re laxing ‌and ‌enriching‌ time, ‌through ‌the ‌power ‌of ‌culture ‌and ‌art, ‌with ‌the ater, ‌music‌ and ‌street ‌performances. ‌Public ‌spaces ‌are ‌an ‌asset ‌of ‌the ‌citizens, ‌a‌ place‌ to‌ utilize ‌their ‌skills ‌and ‌a ‌stage ‌for ‌the m‌to‌shine.‌ Those ‌who ‌stand ‌there‌ are ‌street ‌performers, ‌musicians, ‌staff ‌of ‌side walk‌ cafés ‌and‌ even ‌event ‌participants. ‌We ‌earnestly ‌want ‌to ‌help ‌them‌ be ‌on ‌stage ‌at ‌these ‌public ‌spaces, ‌making ‌our ‌city ‌lively ‌with ‌unique ‌players. ‌This ‌is ‌the‌ reason ‌we‌ started ‌to ‌make‌ “The ‌Area ‌Management‌ Guideline”. We‌ created ‌the ‌guideline ‌in ‌2 ‌booklets:‌Step‌1 ‌is ‌for ‌beginners; ‌Step‌2 ‌is ‌for ‌experienced ‌parties.
Step‌1:‌Even ‌if ‌you ‌want ‌to ‌use ‌a ‌public ‌space,‌ it ‌is ‌a ‌challenge ‌working ‌out ‌what ‌needs ‌to ‌be ‌done ‌and ‌where ‌to ‌consult. ‌Therefore, ‌we ‌have ‌put ‌together ‌a ‌series ‌of ‌procedures ‌and ‌consultation ‌counters ‌into ‌a ‌flow‌ diagram,‌ to‌ lower ‌the ‌hurdle ‌of ‌trying‌ to ‌use ‌public ‌spaces.
Step‌2:‌We‌ have ‌formulated ‌a ‌list ‌of ‌projects ‌that‌ the ‌town‌ development ‌groups ‌wanted ‌to ‌try ‌out, ‌along ‌with ‌a ‌guide ‌that ‌allows ‌them‌ to ‌search ‌for ‌a‌ system‌ that ‌makes ‌it ‌possible ‌to ‌utilize ‌the ‌public ‌spaces.

This study investigates whether the Value for Money （VFM） of Private Finance Initiative （PFI） projects depends on the field and contractual structures of the projects from the perspective of incomplete contracts. Using previous studies and by interviewing local government officials, we demonstrate that at the point of plan, the VFM of a Build-Transfer-Operate （BTO） contract is higher than a Build-Operate-Transfer （ BOT） contract under the same conditions. Conversely, at the point of contract it becomes dependent on the project fields. We therefore propose a better method to choose the most suitable contract depending on the project fields.
