Abstract

This study clarifies the motivations for participation of owners who lease their land for a disaster prevention projects in densely built-up areas. The cost, maintenance management, security of the city lease, and sense of contribution to the community affect the participation. The results show that owner chooses and decides the beneficial one which compare the benefits they receive from the system with the benefits gained from utilization. The rental period under the Kobe system has the effect of increasing the participate willingness of owners and increase the number of small open space for disaster prevention.
