Direction of reform to revive water supply business

Abstract

Though water utilities operate an independent accounting, there are many political interventions as a pricing and a financial transfer. It is important to show an actual balance of payment of water utilities without political intervention. In this paper, we analyzed a cost structure of water utilities and considered sustainable urban situation.
