Abstract
City Planning Law in Japan was substantially amended in 1999 & 2000. One of the major reasons is the devolution of Central government power to local government body. City Planning Right is approved as the local goverment's right. Others are changes of social ecomical circumstance: decrease of total population in the coming century and rapid growth of aging society etc. Problematic issues are mentioned in this paper; wide area planning vs small area planning, weak governability of local government, no devolutions of revenue resource, and coordination between central, prefectural, and local government bobies.
