    City Planning Law in Japan was substantially amended in 1999 & 2000. One of the major reasons is the devolution of Central government power to local government body. City Planning Right is approved as the local goverment's right. Others are changes of social ecomical circumstance: decrease of total population in the coming century and rapid growth of aging society etc. Problematic issues are mentioned in this paper; wide area planning vs small area planning, weak governability of local government, no devolutions of revenue resource, and coordination between central, prefectural, and local government bobies.

    Revisions of the Town Planning Act in 1999 and 2000, provide many new land use planning tools as well as provisions concerning decentralization of planning powers. In this article, the author focuses on and discusses the revised land use planning systems. As for the land use planning, the revision in 2000, mainly deals with land use planning in suburban and rural areas. For examples, a new planning area called Quasi Town Planning Area, in which limited zoning systems can be used, are provided to the outside of Town Planning Areas and the planning permission system, which have been limited to the Town Planning Areas, become applicable to all over the country. These new provisions seem to be useful to control urban sprawls in the region, however, because of insufficient system to use these disconnected planning tools, there remain many loopholes to urban sprawls. More over introduction of many new planning tools make the planning system very complicated one which is inappropriate to the citizen=s participation.

    The following are indispensable for future urban planning of Kanagawa Prefecture:
    1. In regard to the land use, we must maintain the system of zoning and complete the urban master plan of Kanagawa Prefecture.
    2. In regard to the urban facilities, we must improve their quality from the viewpoints of disaster prevention, environment and welfare. And we must also improve the so-called “venous” facilities, such as waste treatment facilities.
    3. In regard to the process of urban planning, more substantial systems for citizens' participation from the beginning and the two-way exchange of opinions must be formulated.
    If decentralization of power is realized, municipalities will be required of more autonomy and individuality, and face competition with their counterparts. With empowerment of municipalities, we, prefectural government, would like to play a broader part, such as coordination of their relations and consideration of environmental issues.

    Due to the forced sale of land to pay inheritance taxes and the aging of farmers, urban agriculture is struggling to survive, and the amount of farmland has been decreasing conspicuously. Preserving the valuable natural environment in urban areas-including agricultural land and green areas-requires a comprehensive study not only of regulatory reforms in the Urban Planning Law, but improvements in funding measures for local public entities and the tax system.

    In this paper we estimate the tenant benefits and efficiency loss in public rental housing supplied by the local government on the basis of the data for private housing as well as public housing. In the estimation we specify a Cobb-Douglas utility function defined on housing attributes and other goods, and present a new form of Hicks equivalent variation taking into account implicit marginal prices. We analyze the relationship between benefits of public housing and subsidy for rent, defined as the difference between the market value of public housing and rent of public housing, and examine the distribution of the benefits by household characteristics. The study finds that the public housing benefits are ten per cent of the monthly income, and also indicates the effectiveness of public rental housing for low income households while the inefficiency for high income group.

    A drastic decline of fertility has alarmed Japanese society and it also means reducing housing market. In this paper it is assumed that preparing comfortable living environment for child realing family becomes one solution to solve declining fertility. Thus making a comfortable living environment for child realing family is a big task not to reduce a housing market. And to do that, it is necessary to introduce marketing concept to urban planning process. The concept is that customer's needs are different depending on sex, ages, living conditions and etc. and it is necessary to check their own needs.
    In this paper, it is examined that own needs of child realing families are not checked through urban planning process. And then a new method of urban planning is proposed which encourages to check own needs of child realing families and also confirms acceptability of the proposed method.
