Abstract
Samoa retained Chief suffrage in order to realize "Democracy in Samoan Way" in 1962 at independence. Later, candidates adopted maneuver to give many chiefly titles to relations to gain many votors. It devastated chief system and government adopted universal suffrage to protect chief system in 1990. I will examine effects of the introduction of universal suffrage on the "Democracy in Samoan Way" after 20 years.
