Why have Herder Groups disappeared?

Abstract
In Mongolia, international development organizations have implemented development programs which organize "herder groups" since the late 1990's. However, almost none of those herder groups have survived after the finish of the program. It is because they adopt Ostrom's criteria: "clear defined boundaries" and "small size in resource" for long-enduring CPR institutions as their design principles with no respect to the characteristics of the resource system.
