Abstract
This paper takes nanotechnology as an example for precautionary measures against risks associated with the scientific uncertainty of advanced science and technology and based on the scientific uncertainty, divides the subject of regulation into the elements of "technology" and "materials". Then, taking into consideration the "function" and "property" of science and technology, the social acceptability and validity are relatively guaranteed when the subject of regulation is divided by using precautionary measures compared to the case where it is not divided. This finding may lead to an approach that further reduces the occurrence of social inconvenience. In addition, compared to foreign countries such as the EU, which have already established regulatory measures regarding nanotechnology, Japan has not taken any concrete precautionary measures.
Under such circumstances, this paper presents a new perspective including policy suggestions on the outlook for future nanotechnology regulation in Japan.
