Abstract
1. Current State of Standardization and a kind of Sense of Crisis There are many examples of industrial policies, especially innovation policies, that do not recognize the importance of standardization and treat it as an outcome goal. However, if it is treated as an outcome goal, an organization with so-called inertia is created. In innovation strategy, it is most important to first enhance the ability to deal with uncertainty from the planning stage, and then to reach the realization of innovation. One of the challenges is that while European countries have established a standard strategy from the early stages of the visioning phase and are working on it strategically, this is not the case in Japan. It should be kept in mind that the overall ecosystem strategy is at the center, the open-close strategy to realize the ecosystem strategy is at the bottom, and in addition to the IP strategy and standards strategy to realize the upper layer of open-close strategy. 2.Weaknesses in the Mutual System of Research and Technology Development and Standardization Marketing is an essential activity for standardization and new business creation. Marketing is essential from the beginning of technology R&D. Standards can be a powerful weapon for a startup that begins a business based on a new invention. Standards can be Type 1 (compatibility standard), Type 2 (evaluation criteria standard), and even Type 3 (needs definition standard based on social issues), but defining the value of the new technology and creating standards must be done at the same time as technology development. The complete lack of awareness that standardization is a powerful tool, especially in marketing, is making the position of extremely serious vulnerability. 3. Challenges and The Future of Standardization in the Agriculture and Food sectors Progressing climate and weather change is expected to affect the yield of crops, whereas the demand for food continues to increase on a global scale. There are accumulative files of social issues to be addressed, including standardization of data formats among agricultural machinery, standardization of processing methods and quality evaluation methods for food products, standardization of high quality and branding, and standardization to ensure consumer benefits. The significance of the JAS standard is changing from a conventional standard for eliminating "bad products" to a standard for supporting "the quality of products" that make the best use of each company's originality and ingenuity. The goal should be to bring the standardized system that is standardized in ISO or CODEX to all of the global active fields. 4. Standardization Ecosystem When considering well-being of standardization, we must focus on business and then design " what to sell " as a high-level strategy. From this perspective, it is necessary to consider the ecosystem. In other words, ecosystem strategies and open-close strategies must be appropriately established prior to standardization strategies and standardization tactics. We should design a scheme change, and make efforts to changing the scheme that we have been accustomed to. Therefore, it is important to design an ecosystem that addresses various issues, what to sell and how to collaborate with other companies to increase sales and profits.
