Abstract
This paper takes up as a specific example PFAS contamination, including PFOS and PFOA, which have been detected in tap water and groundwater in various regions of Japan and are of concern as carcinogens. This paper also summarizes previous research on PFAS contamination and the current state of countermeasures in Japan, and presents a new essential problem structure for PFAS as a systemic problem for chemical risk. Based on this, this paper presents a new approach to solving these problems and the "standardization" of legal precautionary measures. Specifically, as part of this approach, this paper examines two new perspectives, ① the matrix structure of "control" & "regulation" and "prevention" & " precaution" and ② the "standardization" of legal precautionary measures, namely the "standardization" of precaution and the "standardization" of regulation, and presents new policy suggestions and prospects for the "standardization" of legal preventive measures in the future.
