Destruction and Creation of 'Ba' System in Resource Circular Economy

Abstract

In the social system of resource circulation, the social value of "resources" and "circulation" itself is diversifying with the Changing Times. A situation that can be called a kind of the Destruction of 'Ba System' is also occurring. Policy approaches such as the 3Rs (Reduce, Reuse, Recycle) will have to change. This paper discusses and reports on new possibilities for Standardization of legal precautionary measures (Standardization of Regulation and Standardization of precaution) for common chemical risks, taking up Nano-Microplastics, PFAS, Aspartame, and Coronavirus: COVID-19 (including vaccines) as practical examples.
