In this paper, we discussed psychology factor thought to be influence on the resident's Earthquake-Resistance Retrofitting selection. We put obstruction of grasp of accurate risk in question. Because many of disasters are incidences few, scarce events, residents feel vague risk acknowledgment and a certain kind of bias. Concretely, the existence of the bias that disturbed the acknowledgment of people's accurate consciousness of crisis by referring to the survey concerning the Earthquake-Resistance Retrofitting done in Shizuoka Prefecture April, 2006 from March was clarified. Moreover, concrete proposals are described how to transmit any disaster prevention information to these people.
