When a rescuer goes to the stricken area at the time of a wide area disaster from the area that is not a stricken area, we want to know an area causing a delay in an area, the traffic that we can pass smoothly beforehand. Traffic disorder can choose a detour route avoiding a certain area at an early stage, and it is possible for a quick relief rescue operation to depend hereby. There is VICS, and a sensor on the road is used for a system observing the situation of the road traffic. There is the probe car system, and the GPS which it installed in the car is used. However, there is little population in mountains, and, in the area that a traffic jam remains in a time of peace, and do not occur, setting of the sensor and runs of the probe car are not enough, and, as for the traffic condition, it cannot be said that it is acquired enough. There is already a system observing a traffic condition abroad, and it collect the statistics, and it handles the information of the cellular phone base station. In an area with a cellular phone, it is connected for the observation of the traffic condition that not only the road but also the service of the train was able to include if it introduce a similar system into Japan. By this report, I was based on the example in these foreign countries and examined operability in Japan and inspected the data precision by fundamental experiment.
