Abstract

The guideline to make manual of announcement decision and transmission of evacuation information was made by the cabinet office based on problems of evacuation information due to flood disasters that had occurred in 2004. In the guideline, evacuation preparation information announced ahead of the evacuation warning was introduced, and the ideal way of the announcement of evacuation information was shown.

In this study, characteristics of inhabitants' acceptance of phased evacuation information were analyzed. As the results, the effects that announcements of phased evacuation information promoted the inhabitant's household-goods protection and evacuation preparation etc. were confirmed. However, problems that inhabitants tended to evacuate by not evacuation warning but the evacuation order that was announced at the end and disregard the evacuation preparation information announced ahead of time, etc. were clarified. Then, we pointed out that improvement of inhabitant's disaster information literacy was necessary so that evacuation information might be useful for mitigation.
