The purpose of this study is to clarify the relationship between the financial support system for rebuilding houses of disaster victims after earthquakes and house owners' willingness to retrofit for earthquake-resistance before earthquakes. An attempt was also made to clarify the relationship between household attributes and house owners' willingness to retrofit for earthquake-resistance. A questionnaire survey was distributed in Fujinomiya city in Shizuoka prefecture to analyze homeowners' willingness to retrofit for earthquake-resistance in various kinds of cases. We clarified the main factors that influenced the homeowners' willingness to retrofit and suggested improvements in the support system for earthquake-resistance retrofitting.
