This paper focused on the dependent on government response about natural disaster as one of the reason that only a few residents prepare against it. We revealed the process to form residents' consciousness of the dependent on government response. We discussed the structure of issues about residents' response of natural disaster that was caused by that dependent. And we verified that issues according to questionnaire survey.
At first we revealed issues about residents' response caused by dependent consciousness as below; Residents that have dependent consciousness about the government response have not watched “flood hazard map”, and have expected that evacuation order issued by municipality should be useful for decision making to evacuate or not. Second, we represented that residents have gradually depended on government response because most of countermeasures against disaster prevention have been carried out by government for recent 50 years.
As the conclusion, we suggested that each resident must have not only the knowledge about disaster but also the wisdom to survive disaster to reduce casualties by natural disasters.
