Formulating Distinctive Education in an Area with a Declining Population: Building of System Aiming at Sustainable School

Abstract
 In 2017, we (Kawanehon-town) had a conference regarding low birth rates. The conference had two purposes:(1)to consider the rationalization of a public school establishment and(2)to consider the educational improvement of public schools.  In 2018, the conference concluded, “Kawanehon-town has to establish two compulsory educational schools, which will serve as the community schools.” Furthermore, our school reorganization plan has been proposed to make the community as sustainable as possible.  To make a school the core of a revitalized community, we must promote our holistic plan to achieve our goal and increase the consciousness that stakeholders are spontaneous.  Therefore, we made a “Logic Model” (LM) based on the idea of Evidence-Based Policy- Making(EBPM). Currently, a compulsory educational school decision project is progressing based on an LM. We will further report on reorganizing a sustainable school in an area with a declining population.  Keywords: sustainable community school, logic model, compulsory education school
