Abstract
Although Nanto City, which was created 16 years ago through the merger of the former four towns and four villages, aims to become a “first-class countryside” as an “future sustainable development goals(SDGs)city” its population is still declining rapidly. The City Board of Education has indicated that all schools should be compulsory education schools, the opposite of school integration, as it aims to solve and improve the problem. We launched the “Educational Reform of Nanto in Reiwa era” to promote the independence and diversity of each school from the perspectives of “reviewing the natural (rethinking present school norms) for 74 years after the war” and “breaking away from the uniformity of schools” while considering the current situation. Specifically, under this reform each school takes the initiative (such as “team teacher system”), each region takes the initiative (such as community- based elementary and junior high school integrated education), and the Board of Education leads in involving schools in the city (such as redesigning club activities moving to a region). Key words: Question school norms, school independence / diversity, team teacher system, community-based elementary and junior high school integrated education, making club activity base school
