Abstract

The goal of Informatization of municipalities is "The e-Local Governments(The electronic/cyber Local Governments)". In order to each municipality to realized it, enormous expenditure and endress maintenance management are needed. Inside of such a situation, the method of Joint Conduct(joint development / joint management) as one of solution is watched with keen interest.
However, the method of Joint Conduct has many problems. This study is to arrange these problems and to propose how to solution of these problems.
