    Electronic democracy is an important theme which social informatics must research next to electronic capitalism. Recently, the special numbers are organized in IEEE and IPSA and some books are published within and outside the country. The literatures are different each other about basic disciplines and analytical perspectives, but are common to construct a future research framework and to address research tasks in it. The purpose of this paper is, along with this line, to address research tasks on decision, deliberation and information in electronic democracy from a decision scientific standpoint.

    In Internet age, the impact of Internet for political system is big. The aim of this study is analysis of political consciousness of Internet users as comparison between Internet users and nonusers, and between people who want to use and people who avert to use .The items of analysis are political interest, ideology, cynicism, and political participation. As a consequence of analysis, people who want to use have higher interest and intent of participation than people who avert. So there is a possibility that intended nonusers show active participations when they become users.

    sentence consists of Propositional part that means a main theme and Modality part that expresses a speaker's or writer's subjective judgment. With the use of "value judgment Modality", we tried to make out a dictionary of value judgment terms and design software that picks out sentences that purpose value judgment. Then, we tested concord of human's remark about value judgment and hypothesis about sentences that purpose value judgment. For making practicable software, we must define apparently what is "value judgment" on the ground that the software is used as extracting issue and cover all value judgment Modality.

    For revival of Japanese economy, we have to realize a new innovation.
    Although Japan has evolved the innovation system historically, in 1990 and afterwards, correspondence of an economic Japanese system was overdue, and competition in the international market has become weaker quickly. Under the above-mentioned background, the actual condition of the place to which industry-university-government cooperation is going in the technology field, and the place which is not so is clarified.     In this paper, we discuss how individuals who are information consious change organizations by using information technology in a conservative booksellers association.
    We use three key concepts within this study; (1) alt.elites who counter authority with information technology, (2) legitimatization which is the dynamic mechanism distinguishing the self from others and authorizing it, and (3) organizational change which means the organizing among individuals who communicate each other continuously in the turbulent environment.
    In the organization, we find two types of the alt.elites; one is the normative and the other is the mimetic one. The former introduced information technology to the association and the latter accelerated the use of it, and both of them changed the organization one after another.

    The primary objective of this paper is to argue the controllability of innovation and economic growth over time. I use the framework of social learning dynamics and develop an economic growth model with technological change. A several results could be suggested by computer simulation as follows: (1) we can perform more desirable economic growth paths with continuous innovation by controlling a discount or depreciation rate of knowledge capital stock (research and development capital) over time. (2) Quite a low discount rate may be enough to sustain these paths.

    This research argues about the effects of the intranet on the corporate communication. In Japan, Many employees of corporation use the intranet every day to gain the new information about daily business. They can also send their own opinions to the executive officer through intranet without interruptions by middle-manager. They can even express their wishes about the change of the position in the company to the officer of Human-Resource department. Besides they can communicate with their collegues of the other places more frequently. This means that the intranet would stimulate the corporate communication interactively and would motivate the emplyees to participate the management respectively.

    The guardians of a kindergarten and a day nursery are young. They have high information literacy. Therefore, the service using the information technology is one of the effective means to attainmanagement differentiation. This paper reports the development of a high-tech infantile service that notifies automatically the nursery pick-up bus location, by detecting with GPS, to the guardian's mobile phone by E-mail. Universities, a company, and a nursery school participated in the development and the service for a guardian was experimentally offered in the nursery school in southern Osaka. The experimental details, including the questionnaire results, are shown in this paper.

    The homepages which carry digital maps have increased with the spread of the Internet. In recent years, there are a lot of homepages which provide various kinds of regional information on the digital maps using GIS. Therefore, this study aims at grasping the conditions of the provision of regional information using digital maps by the administratives, universities, research organizations and enterprises, and proposing a view about the possibility of synthesis of these regional information on the computer networks. The conclusions of this study can be summarized to the following two points. (1)Using the Internet, many digital maps are exhibited and regional information is widely provided on these maps. Nevertheless, the kinds of digital maps used for every organization differ. (2) It is necessary to maintain and circulate digital maps efficiently and to construct regional information networks by performing role assignment among the organizations.

    In paper presentation at the JASI meeting of 2001, we showed a classification of walkers in commercial area of inner city based upon a questionnaire survey held on Daimyo Dicstrict of Fukuoka City. The classification concludes that purposes of walkers at commercial area is very diverse and these walkers were classified into 17 types. This paper aims to analise how is the relation between typical pattern and the walk path history based upon 371 walk path data. If typical walker type have some regularity in the walking history, we may be able to assume typical pattern to take advantage of the walking history.

    This research focuses on the new technology of GIS (the geographic information system) in the local government.
    The limitation of GIS is seemed to be expensive and difficult to operate in practice. In order to utilize GIS more widely, we try to find the easy and econ omy way of operation, and the way to utilize the ready made map data.
    Then it is concluded that GIS, although it is said that there is no easy way of the practical use, shows the various possibility and utility in our study.

    This study is consideration about the state of the medical information on the Internet. We can see the tendency for a non-medical worker to utilize the medical information on the Internet for the medical treatment of a disease with rapid progress of IT. The informational right or wrong in company with the literacy by the side of a receiving person have a very important meaning.
    However, the infrastructure that checks the informational right or wrong has been not fixed yet. Then, the present verification was implicated and it indicates improvement proposal.

    In Japanese local governments, the so-called administrative evaluation has been implemented and the result of the evaluation has begun to be informed publicly. Those local governments are mainly prefectures and major cities. Although many local governments introduced the administrative evaluation system, the results of performance measurement are not fully transmitted to the general public. There are some conditions to make difficult the disclosure: the complicated and detailed reports of the performance are not easy to understand, and the general public cannot access that reports without some cost. The disclosure through the Internet Web site is expected to be the resolution of these limitations. In our research, the We pages do not adequately describe the results of evaluation, and there must be the continuous effort to proceed to the transparency.

    The local governments are going to perform for "Local e-Government" drastically in recent years. Althoughit is based on the national policy, each local government must to arrange the system to realize in dependently.The other side, the demands of the user of "Local e-Government" is not clear, because of the local governmentstill do not show them how to use.
    In this survey, a case of Niigata Prefecture, by the approaches both of government-side and user-side,the difference appear about the image of "Local e-Government". The user takes a cost seriously, and nexta time to be done.

    Local governments have measured their development of IT only through the spread of infrastructure. However it is quite important to reflect the feedback of local residents to evaluate IT investments. We propose, a new tool for local IT policies, called "IT-Fusion Life index," which can measure the degree of fusion between our home life and the Information Technology (IT).
    This framework makes possible to investigate the needs and satisfaction of local residents.

    This paper aims to consider the formation of information subjects and commitment in measures of regional information systems. That it was considered information subjects in old measures of regional information systems is people and the various organizations who participate positively to areas. And it was rare for the residents who are not positive to local activity to become information subjects. This shows that the viewpoint of forming information subjects in measures of regional information systems was missing. So, I clarified the viewpoint which was missing for formation of an information subject and participation in measures of regional information systems.

    On our survey in 2001, those with experience in formulation of local policies or management of local promotional events were slightly under 20% of the respondents. On the other hand, 30% "have never participated, but would like to participate in the future" (the potential group of citizen participation). 20-25% of the potential group of citizen participation, approximately twice the overall average indicated intentions to participate by communicating with government through the internet. We believe this indicates that the key to discovering and activating this group will be ICT .

    Since public planning process is now heavily depending upon government officials' personal experiences and skills, sharing knowledge and information of its departments is essential to encourage efficient and logical planning.
    This paper is focusing on profiles and promising advantages of a bland-new package system "KGM (Knowledge Government Manager) (TM)". KGM integrates major government information systems such as planning, budgeting, staffing and documents database, and also introduces analytical techniques (i.e. operations research). Through these, it is going to support local governments to improve efficiency and to reduce time and/or cost; furthermore, KGM ultimately aims to realize democratic society.

    In this paper, we propose a framework of Know-Who knowledge management support system which finds people who are relevant to the user-selected paragraphs in any web texts by mouse. The proposed Know-Who knowledge management support system is composed of three sub-systems: Know-Who database sub-system, Know-Who search engine and Know-Who user interface sub-system. The Know-Who database sub-system collects and manages personal data, and the Know-Who search engine finds people who has suitable knowledge for solving user's problem. The Know-Who user interface sub-system generates a search query from the user-selected paragraphs automatically and responds answers for given query on visual interface.

    In this paper, I consider the state and issues of the system of matching cargoes and trucks.
    Recent development of Information Technology (IT) has many influences on logistics business, especially the system of matching cargoes and trucks, because its important factors are real-time processing of many data of cargoes and trucks. From the viewpoint of social welfare, the growth of the system of matching cargoes and trucks seems beneficial, because it improves load factor of trunks, reduces road congestion, and improves environment. So we need to utilize the system of matching cargoes and trunks applying IT effectively.
    Actually many companies have started their systems of matching cargoes and trucks, who are not only logistics providers but also shippers and trading companies etc. But many companies, especially new participants who consider making a profit in the enterprises of the system of matching cargoes and trucks and start their enterprises, have stopped their business. So we can see that it is hard to apply IT to the system of matching cargoes and trucks.
    In this paper, therefore, I consider the state and issues of the system of matching cargoes and trucks based on some case studies.

    The Purpose of this paper, based on an analysis of television commercials, aims to search for the changes of patriotic propaganda on television after opening and reform policy.     It is important to analyze the effect of introduction of information technology for future business strategy. However, there exists no scale for its quantitative measurement, which makes the management's decision making very difficult.
    We have measured the economical effect of IT investment by industries in Japan. Consequently, in Japan, the effect of IT investment in most industries will be fall or minus in the first half of the 90s comparing with the second half of the 80s. However, the effect of IT investment is again changed to a rise or plus in 1994-97.

    Deregulation of telecommunication has been a worldwide trend since the recognition of its impact to the telecommunication society has growing up. However, not always every country took the reform path got immediately the successful result. This paper observed four Asians countries and analyzed the deregulation process and its impact to the telecommunication industry and market. The evaluation began with an explanation of each legal frame and structure, and then closed with each performance which is based on the new structural changes of industry and market. The four countries are Malaysia, Indonesia, Philippine and Thai.

    Internet broadcast in Chinese for the next generation.
    Since World War II, Japanese has isolated from other countries of Asia. The competition in various fields between each country is also increasing violence, and the increase also of an international problem is being enhanced. This research is about developing an Internet broadcast station, which aim to contribute to international communication between Japan and neighboring foreign country. In here we will talk about the purpose, meaning, and the realization method for this broadcasting station project.
