Abstract
As decentralization reforms make progress, the skills required of local government officers are undergoing change. Particularly, improved policy-making skills are required to grasp regional needs and overcome challenges. This report clarifies the issue of increasing computer usage, such as data collection and analysis, in policy-making skill development training at all local job training centers. Further, this report considers whether or not the incorporation of computers into policy-making training is beneficial, and the substance and ideal form of this training.
