Abstract
How is electronic local government policy likely to contribute to local democracy as well as local development? How to define the position of portal sites and electronic forums on the entire spectrum of electronic local government policy? The main purpose of this research is to make a study on the complex webs of interactions between various nodes, such as government, social, political and economic actors in electronic local government policy. Moreover, there is discussion of how electronic local government policy and network governance should be closely related to each other.
