Abstract
The ‘Basic IT Strategy’ was formulated in January 2001, following the publication of the‘ e-Japan Strategy’ that aimed for Japan to become a world leading IT nation within 5 years (by 2005) . However, citizens satisfaction which is one of the goals is not yet realized. This paper points out the cause so as to explore the direction of the solution. That is, it describes that paradigm shifts are essential to be solved, emphasizing that it is expected to develop citizens’ participation in the policy & planning network with new communication means such as Web 2.0 and SNS (Social Networking Service) .
