Abstract
Now Japan is discussing about National ID, and will have to make a decision about what type of National ID model Japan should adopt. We can find 3 types of National ID model, separate-model, flat-model, and sectoral-model. This paper shows that the discussion will be led to the wrong way, because that doesn't have the view point of Social Informatics. This paper says that on the basis of Social Informatics, Japan should adopt a flat-model on National ID and establish an independent organization which would protect Japanese people from encroachment thorough flat-model.
