    With the advent of the blog the interactive information dissemination on the Internet has been realized. The trackback function of the blog or its feature enabling each article of the blog to be displayed in the upper part of the results page of search engine, which allows bloggers to draw attention of others. The ordinary users have a chance to express themselves on the Internet. We conducted a comparative survey on awareness and use of blogs between Japanese and Finnish college students to examine how they feel about the collective intelligence or the information maneuver on the Internet.

    With the rapid evolution of web technologies in recent years, the needs of local websites have changed with them. Static Web has been changed into dynamic Web by cooperation with the data base. Real time information can be easily given now to many people by the advent of social media, such as blogs, SNS, and twitter. This research considers how the local websites has so far changed with web evolution from a case study of local website "Higashi Net" in Higashi-ku, Nagoya City, and examines how it will change in the future.

    We aim to develop a new index of stock BBS postings that is different from our bullish index. In our previous study, the contents of stock BBS postings are classified into two categories; i.e. the bullish postings and the bearish postings, and our bullish index is based on these categories. The results of recent study suggest that the contents of stock BBS postings may be represented by employing more than one index. To develop a new index, we use a morphological analysis and a PCA to analyze the contents of stock BBS postings. As results, we find a possibility of new index in that the principal components of the contents are correlated with the return of stock, and in that they are not correlated with our bullish index.

    Public health epidemiology is the main methods in medicine to study the cause of disease and make it possibly to be prevented in population. The disease will occur if there is interaction among human, epidemic agent (e.g. virus, bacteria, fire, bomb etc) and environment. Therefore we need the update information of the disease to disaggregate it. However the conventional epidemiology sometimes has problems to complete the data due to lack of information and communication. In this study, we propose the medical social informatics framework for epidemic based problems, to prevent the emerging disease and save as many as people alive by satisfying the completeness of information. We merged two theories of epidemiology and social informatics. By using the social informatics framework (Ohta & Yamamoto, 1995), the health problem emergence can be resolved based on three main theory, that, information systems theory, social systems theory and semantics of social information. Those theories can be employed in the epidemiology triangle to disaggregate the interaction among human, epidemic agent and environment, so that the disease can be prevented or treated and disappear gradually. For example, the gene characteristics in the bacteria which living in their environment can be simulated by computer agent based modeling by using bioinformatics (information systems theory). Meanwhile the human interaction with epidemic agent can be analyzed by using social systems theory as well as the interaction between human and environment which will able to be employed by using semantic of social information theory. In conclusion, the medical social informatics framework is a new system thinking methodology to assist public health problem solving and it will be a prompt epidemiology information system to satisfy the completeness information and communication exchange in which the conventional used can not be done.

    Japan has achieved a significant success in improving public health through the introduction of health insurance that provides coverage to every citizen but the public health system is being burdened by the increasing load brought about due to the ageing society. Utilizing Electronic Health Records (EHR) is one of the potential methods to assist in lightening this burden. EHR was introduced in Japan in the late 90s but until now the adoption rate of EHR remains low. Taiwan is another Asian country which is devoted to promoting the use of EHR and is considered to have achieved an impressive success currently in terms of its nearly 100 per cent EHR penetration rate. In this paper a policy comparison between Japan and Taiwan was conducted in relation to the government policy of EHR.

    Photographs often evoke our memories of events or places in the past. The study aims to consider some way of communication by the married couples when they are appreciating local historical photographs. This report shows the result of an analysis of the scene where a married couple is appreciating a local photo book. The approach is an interaction analysis of data which was taken by a video camera.
    This report focus on their roles obtained through conversation. As a result, the husband took a role of explaining the past, as a provider of knowledge. On the other hand, his wife took a role of hearing what he talked with referring to the present or her own experience, as a hearer. However, it was not simply the relationship of the active and the passive. They were frequently asking, confirming, and agreeing knowledge each other in the conversation. In the exchange, they were mutually casting themselves as a provider of knowledge or a hearer.

    This paper attempts to classify the communication behavior of "kamishibai" audience. The author have visited a NPO for the children with disabilities to perform kamishibai for 2 and a half years. As the audience of kamishibai, the children had shown many types of communicating behavior. These behavior can be classified into four classes; speaking, empathy, interest to the stage, interest to the performing. The activating effect of kamishibai on willingness to communicate (WTC) with others has discussed.

    Precise and fundamental data on color cognition are necessary to evaluate accessibility for elderly people and people with color-deficient vision. This research has been undertaken in order to develop the "Three dimensional color accessibility simulator", which is capable to virtually realize our surroundings in the lab as natural as possible by using stereoscopy or stereo 3D images. This paper describes two cases to evaluate color spaces under controlled conditions.

    Universities are requested to contribute for local communities by providing them the expertise in addition to promoting researches and training human resources. Many universities are already doing this quite proactively, trying to become entities to drive regional developments. It has almost never been taken into account, however, that results of such partnerships between universities and communities should be advertised through local media. And there have been very few discussions on leveraging local media for universities to contribute for communities. Local media are equipped with the social function to circulate community-based information within the community. So it is necessary for universities to rediscover the existence of local media, from the viewpoint of contribution to communities, although they have been looked over so far. This article deals with cable TVs among other local media and depicts practices of universities' contribution to communities by producing TV programmes. Eight case studies will be shown where TV programmes, produced by universities, are broadcast on cable TVs, with the aim to consider the strategy for universities to build new relationships with local communities by leveraging local media.

    The activities by the middle-aged and the elderly living in suburban communities using information devices and facilities depend more on the human-relation factors (such as neighborhood relations and personal communities) and cultural factors (such as leisure activities and media preferences) than the factors of their attributes and classes. At this point in time, they use information circumstances in order to complement their human relations or enrich cultural activities; they apparently tend to use information facilities to no more than enrich their individual lives, without revitalizing their local communities.

    Mobile service providers in Indonesia are seeking new revenue streams and the 3G mobile TV is potential service to boost the revenue growth. In spite of that, the contribution of the 3G mobile TV service to revenue has been too small to cover the cost of the operators' investment in upgrading their network capability. Understanding determinants that leads to intention to use is important issue in order to evaluate the commercial viability of 3G mobile TV. Studies on intention to use, adopting the technology acceptance model (TAM), have been reported but the basic model does not provide a good explanation of the determinants of intention to use 3G mobile TV. The present study develops and examines a more comprehensive technology acceptance model by introducing new typical constructs and identifying their role in promoting the behavioral intention to use 3G mobile TV service. The results show that constructs such as normative pressure, price level, perceived availability, and perceived quality are meaningful extensions of TAM, since they were found to be strong determinants in predicting the behavioral intention to use a 3G mobile TV service in Indonesia.

    Korean mobile internet users have been drastically increasing since a smart phone using high speed mobile internet was introduced in November 2009. Pattern of using information is changing from Personal computer to smart phone and affecting lifestyle as well as industrial structure. Mobile industry is transforming from mobile telecommunication companies to platform competition of hardware and software companies such as Apple and Google. Korean government tries to attract mobile communication companies into a network infra-structure competition and price cutting race. However, platform from application market and service competitiveness is more important than network in mobile internet service leading by smart phone. The application starts a ripple effect throughout the economy. We will research competition of rapidly changing mobile industry and deal with how platform strategy of mobile telecommunication companies and governmental policy should be changed in Korea.

    In this study, we are to classify customers by their choice behavior of products in front of shelf in a store, and to analyze the effects of marketing variables to product choices of customers. Conventional POS data reveal results of customer choices in their purchasing, however, the product selection process of customers cannot be analyzed by the data. We observed the product selection process of customers in front of shelf in a store by video camera, and analyzed them employing a structural equation model. Among findings, the customers are categorized into four latent classes with respect to product selection process in the store.

    Flexibility and the opening in management were requested in the United States in the 1990's, and a new paradigm "Open network" appeared. It is thought that this is a paradigm that passes enough only in the contemporary society to which the Internet and those ambient surroundings develop enough.
    In this paper, the focus is addressed to the business model of the open network, and it reports on the open source software that is the component, the taking up the construction case with ERP(Enterprise Resource Planning) especially, the adaptability to the business, and the verification outcome of the effect etc. of the implementation.
    The case introduces by this text is the one that the author actually took part in construction between January and June, 2009.

    In this paper, it paid attention to the word of mouth marketing guideline that The Word of Mouth Japan Marketing Association had announced on March 12, 2010. And, examined how this guideline had effectiveness. Firstly, the definition and the previous work about the word of mouth marketing were confirmed. After that, the situation in which the word of mouth marketing was misused was formulated in the extensive form game. Secondly, it thought about the influence that the guideline gave. It reached the conclusion that the enterprise has influence of the plus and the effect from the viewpoint of the consumer protection is limited.

    This paper is based on the data of the AsiaBarometer 2006, a survey conducted by the Japanese Ministry of Education, Culture, Sports, Science and Technology. The research focuses on the digital inequality within the age groups of respondents, specifically two: 20-29 and 30-39 cohorts. Results have shown that Japanese youth is more reluctant to use the Internet than youth in other developed Asian countries. The main explanation behind this slow diffusion of the technology among youth in Japan may lie in the levels of internationalization (globalization) of the country, including the low levels of the English language proficiency, which is still the leading language of the Internet. Considering that these young people represent the main human capital and the future of the Japanese nation, the policies that promote wider adoption of technologies, especially, the Internet, should be taken promptly to avoid the prospect of Japan's becoming an ICT laggard among developed countries.

  • The Strife of the 2009 Ukrainian Presidential Elections

    The Ukrainian presidential election campaign unfolded from December 2009 through February 2010. As a result the people of Ukraine chose the path of a major change in policy, towards pro-Russian alignment and away from the hitherto pro-Western alignment. Former President Yushchenko, a flag-bearer for the pro-Western alignment policies, received 6% of the total number of votes and was 5th amongst all of the candidates. Because no candidate received a majority of votes, a run-off election was held between the top two candidates. Both run-off candidates where flag-bearers for pro-Russian alignment, and in the end Yanukovych was inaugurated as president. Why was the sitting president defeated so soundly? It might be suggested that suspicions over the case of Yushchenko's attempted assassination by dioxin 5 years earlier could be a background for the Ukrainian people's dramatic change of direction.

    Rapid progress of the information system causes not only the favor but also the crime the social trouble. There is a digital divide that is the difference adjusted to one between the person who has information technology and the person who doesn't have it. The basic research enumerates an essential problem of the digital divide, and is executed internationally now.     This paper analyzes the extent of contiguity of "freedom of communications on the Internet" with "freedom of broadcasting" ensured in Article 21 of Japan's Constitutional Law. With the development of "convergence" between telecommunications and broadcasting, the former freedom takes on a similar aspect of the latter in the sense that it allows more restrictions than normal "freedom of expression" by other media. However, it is still required to draw a line between the two freedoms given a variety of differences of them.

    This paper examines legal regulation on virtual image of child sexual abuse especially in Japan. The legislations against child pornography attempt to expand its targets to "virtual child pornography" that is generated from Manga or Anime, not from real child abuse. The reason why child pornography should be strictly prohibited is that it is a genuine evidence of child abuse. Is there a boundary between child abuse and virtual child pornography? This paper analyzes it from two viewpoints of media studies and legal studies.

    This paper discusses the relationship between technological protection of copyrighted works and freedom of speech. This is done by considering court decisions and legal theories concerning technological protection of copyrighted works in the United States. The paper shows that technological protection of copyrighted works may not only override fair use and public domain, but act as prior restraint on speech in some circumstances, and that the protection thereby places a large burden on freedom of speech.

    This paper reviews the development of regulatory reform in the convergence between telecommunications and broadcasting in Taiwan. It also proposes suggestions for prospective reforms in Taiwan. The results show that a shift to a horizontal/layer regulatory framework in this convergence is desirable. However, a gradual progressive approach is better than a radical reform. As a result, the first priority of restructuring regulatory frameworks is to converge legal systems within separate markets. Moreover, in order to ensure "freedom of expression" and to promote a culturally plural society, some media should be required to shoulder more social responsibilities.

    This paper describes a study in which we enable access to astronomy news information from different astronomy websites. And based on an evaluation from astronomy curators, we propose a visualization system with time and spatial concepts, and an interactive presentation of news information for the web. We describe a data arrangement method for keywords and aggregated to news automatic programming path. In addition, we propose a prototype that spans from inner solar system to deep space for location exploration. Before constructing our system, we chose some well-known astronomy websites as survey objects, and determined their interface problems and solved them.

    Social information is important for our life. But e-mail and web browsing is difficult for senior citizens of pc beginners. We have been engaged in the e-namokun project to develop easy-to-use software for pc. The software keyboard for inputting text is implemented in the e-namokun software. The user interface of this software is designed for senior. In this paper, we suggested senior citizens use web services on the new e-namokun2.0 software. There are new various services such as blogs and twitter on the web. We consider that these web services give senior citizens more interesting at the pc seminar.

    Most of the successful supporting frameworks of anonymous communication in group decision support systems (GDSS) are designed for the divergence phase in a decision process. Not many GDSS designs address the later convergence phase where participants through discussion seek a conclusion or an answer. This paper evaluates a new design for a Web-based GDSS that supports anonymous communication for the convergent process, especially in the context of electronic democracy.

    Recently, it is necessary for us to think much of safety as for traffic accidents and crime. The purpose of this study is to design and develop a GIS for information sharing to share security information among residents effectively in a community. We combine the superior characteristics of Web application such as Web-GIS, SNS and wiki in order to develop the GIS. Using the GIS, it is possible to for users to improve the consciousness of safety and to accumulate the safety information effectively. Moreover, anyone can write in information on the Web-GIS in any situation, anytime, anywhere, using a mobile phone or a PC.

    The information communication technology can transmit necessary information at the necessary time for us. This is the nature of the ubiquitous society. There are many types applications around us and one example is the Students Surveillance System which aims to monitor students' going to and leaving from school by watching their routes. The system is expected to provide parents safe and secure feeing about their children who are apart from parents waiting their coming home. This paper examines one actual experimental case of an elementary school supported by the Ministry of Internal Affairs and Communications under the name of the "Regional Model Project of the Students Surveillance System" in fiacal 2007. We use CVM (Contingent Valuation Method), and WTP (Willingness to pay) is estimated based on the survey of the 589 guardian homes. And, we compare replies from users and non-users of the system. WTPs of two groups are estimated, and we analyze the relationship between their WPTs and their characteristics.

    Nagasaki Prefecture has numerous remote islands such as Goto, Iki and Tsushima which suffer from disadvantageous conditions. On these islands, the better use of ICT as an effective means to solve local problems is attracting attention. However, various factors caused by geographical peculiarities inhibit the progress of informatization. This research clarifies the current situation and issues of informatization and considers future directions, based on the results of local-government and resident questionnaire surveys conducted in conjunction with Goto City, Shinkamigoto Town, Iki City and Tsushima City.

    This paper's objective is to measure the effect of social media to conserve the local traditional performing arts in the archive activities by citizen participation. We connected "Twitter" as a social media to "Hanamatsuri-no-sato" which has been in operation as a local web site in mountainous area, Aichi, Japan. The result of the effect measurement, we found 3 points of effects as follows; (1) to promote the citizen participation, (2) to provide the face to face communication opportunity, (3)to encourage some activities such as a posting to retain the relationship.

    We investigate a measuring method of national accounts system based on micro transaction data. We have hitherto developed the technology for crowd-sourcing and managing the transaction data of individuals, firms and governments. We have been designing and experimenting such a national accounts and statistics systems using data and exchange algebra. The objective of this paper is to formulate a plan of the Transaction-based Economics by combining the concept of the electronic post office box (e-POB) and the technology of crowd sourcing and Algebraic Accounting Description Language (AADL).

    The business confidence is one of the major indexes of business fluctuations. However a few researches have been made about the index. In this paper, we make the property of business confidence clear, through exploratory data analysis of time series data for the index. In the analysis, we compare the trends of fluctuations among different regions, different size of enterprises and different type of business.

    This paper discusses information analysis activities for countering terror attacks, by looking into a popular television drama '24 (Twenty Four)'. It takes up about 200 related scenes on DVDs of the drama and classifies them from the viewpoints such as technological crime investigation, key information technology system, content of information, aspects of information security, skill of information analysis, and relation with social infrastructures. The discussion results suggests us the technical resources and human abilities required for countering possible terror attacks.

    We are conducting a research to find the factors of IT project failures based on social network theory. In this paper, we propose a method to detect 'agents', who are key persons of both vender and user sides on the projects. We focus on the cases, in which observed data is only limited to venders' ones. We believe that the detection of agents and the analyses on their characteristics are essential for IT project failures. From our analyses so far, however, we need high quality data of members of both the venders and the users for the agents detection. Using the proposed method of agents detection, we evaluate three case data among various IT projects. The results have suggested that, based on the social network theory, the existence of agents has highly effects on the success or failure of the projects.

    It is often said that replies to a questionnaire may include defective responses that are given by respondents who do not read questions, and that their ratio is higher especially in a web survey. In this paper, we make the property of defective responses clear, through analyzing four questionnaire data which were collected under different experimental conditions. The conditions were set so as to be different each other on rates of defective responses.

    In line with the rise of data-centric era, so called the Forth Paradigm, this paper discusses the potential of e-Scientific approach to global environmental issues from social, political, and economic viewpoints. This research is a part of FIRST (Funding Program for World-Leading Innovative R&D on Science and Technology), where information on environment issues is to be analyzed in input-output tables using peta-scale databases. Regional and global environmental problems will be studied by incorporating qualitative dynamic data planes for analyzing relative and absolute decoupling, and simulating complex policy mixtures. This research aims that cyberphysical system (CPS) is established for socio-economic research.

    The purpose of this study is to investigate whether people's feelings of anxiety about Internet usage vary with the different countries. We conduct a telephone survey of 3300 people across 10 countries: Japan, China, Korea, the United States, the United Kingdom, Finland, Chile, Germany, France, Singapore. This research shows Japanese people has felt the most anxious about the various risks; disaster, super-flu, safety of food, accident, or crime among those surveyed. And Japanese people has felt the most anxious about individual privacy risks on the Internet among those surveyed.

    As a part of our research about "Anshin," we conducted an international telephone investigation about anxiety for using the Internet. We investigated in 10 countries(including Japan) and questioned 330 people in each country. This paper shows one of two quick reports of that result. This paper shows 1) attention points of several network services(online shopping, CGM services), 2) anxiety about CGM services and direct/indirect experience, 3) relation between the feeling of the consequence of a trouble and the feeling of its probability, 4) reason for child to browse harmful contents.

    Now Japan is discussing about National ID, and will have to make a decision about what type of National ID model Japan should adopt. We can find 3 types of National ID model, separate-model, flat-model, and sectoral-model. This paper shows that the discussion will be led to the wrong way, because that doesn't have the view point of Social Informatics. This paper says that on the basis of Social Informatics, Japan should adopt a flat-model on National ID and establish an independent organization which would protect Japanese people from encroachment thorough flat-model.
