Abstract
In IS development there are two ways of creating work systems: adopting external best practices and constituting by self-reference. Self-reference is supposed to reveal a variety of discourses and practices in the realities of an organization. ISD methodologies are widely used whereas methodologies for work system development are not. We need frames and cues to make sense of social realities. However, the shortage of a construct for capturing cues makes it difficult to use the frames. We will introduce, as a construct, collective identity that is currently paid growing attention by sociologists and political scientists, and discuss that it is effective to articulate the social realities.
