Information systems have been designed as information processing systems based on a computer and a telecommunication network. However, the spread to various users of information system based on advanced technologies transfigure an information system itself greatly. Also the user is the developer, operator and manager of the information processing systems like EUD not only as a beneficiary of a mere functional benefit. On the other hand, however, the policy concern with maintenance and management of the information system is neglected. Therefore, the system become malfunction and sometimes fatal situations. In this paper, an information system is reconsidered as symbiosis environment of the technological system and the users, which was adapted for the present information environment.
