A large amount of money has been invested in developing the e-government service systems in the municipalities in Japan during this decade. However, the rate of using them has been staying very low so far. A System Dynamics macro model of the e-government services provided by a municipality is created in this study based on the previous studies. It includes both the citizens' aspects on accessing and using the services and the municipality's aspect on supplying them. Although the statistical data necessary for the simulation is not complete, the results of simulations in a municipality are shown and analyzed as a trial.
