Abstract
It points out that this research is a trend which is inclining toward the evaluation in which the research on local activity is micro and qualitative, and asserts the importance of having a macroscopic and quantitive viewpoint.Therefore, while performing micro and qualitative evaluation, using the local active process model to which the local activational effect classification theory was fitted as an analysis frame, I would like to propose the way which performs macroscopic and quantitive evaluation with an index typical as an activational effect.I think that the local is more correctly estimated by this technique.
