Abstract
The quality of an information system design is widely related to not only the functionality and operability but also the realization cost, consciousness and an understanding of users, the social system, culture, and the norm. However, the functionality and the cost for realization of the information processing system are the main issues in a system design, the other evaluation points that do not have a clear rate scale and are not able to present a quality easily clearly are not the main. This paper clarifies the important evaluation viewpoint which lurks behind functionality and operability through the case studies of the information systems in Sweden, and discusses about the policy to introduce the system design to cultural environment of Japan.
