The purpose of this paper is to investigate the formation and development of cluster as regional innovation in terms of entrepreneurship. We examine various concepts and studies of entrepreneurship first. Then, we discuss existing theories of regional innovations. Based upon the examination, we can see that platform is a key concept in studies of civic entrepreneurship and the concept of entrepreneurship is missing in many theories of regional innovations. We maintain that the concept of entrepreneurship is divided into two types: (1) entrepreneurship for creation of new business and firm, (2) entrepreneurship for creation of platform (entrepreneurial platform). The author shows that we can explain consistently the formation and development of cluster through dynamic interactions between two types of entrepreneurship (.micro-meso loop of entrepreneurship).
