This paper explores the possibility for soft infrastructure service providers, such as telecommunication, and financial institutions, to steadily implement operational resilience through resilience management to protect the resilience of organizational operations and minimize damages in the event of a failure. To achieve this, four measures derived from previous studies are considered necessary: training for unexpected situations with a view to transferring authority, complete understanding of internal systems, mutual accommodation among companies in the same industry, and prior notification of processing limits.
