The Ministry of Economy, Trade and Industry has created a "Scientific Characteristic Map (SCM)" for promoting the site-selection of the geological disposal facilities (GDF) for high-level radioactive waste. SCM shows local environmental conditions for comparing the acceptability of GDF but ignores social conditions. Besides, because SCM is a rough image data, other researchers cannot develop it for verifying the better location of the GDF based on the other unique additional conditions. The purpose of this paper is to stimulate consensus-building regarding the final disposal site of high-level radioactive waste by the introduction of a digitalized handy (shapefile) version of SCM.
