Abstract
This Study analyzed the developmental process of the center business preparation in a small city while focusing on resource mobilization in Hoya city as process for realizing innovation. As a result, An community support system in Hoya City began to be changed by the implementation of the nurturing business for young children with disabilities around 1980. “Hiiragi Kyoshitsu” (hereinafter, this is called “HK”) was asked for the adaptation to external environment. So the HK staff settled on three new management policies. HK tackled the organization reorganization as the business development “center commercialization”. Hiiragi center (hereinafter, this is called “HC”) prepared for three business features about “Daycare business” “Counseling support business” and “Community support business”. An external knowledge resource by the social capital was utilized for this preparation. In conclusion, it attempted becoming of the regulation of the business as the creation of a new social value in Hoya city. It clarified the developmental process that HC built the justice by becoming of a regulation. It indicated that HC organization management had the character as the knowledge management based on the knowledge resources. Moreover, The importance of the childcare support to the protector who has young children with disabilities in today can be said to be prima facie. This case can be evaluated as the case of the innovation that tackled the childcare support.
