The paper discusses the goals and directions in the formulation of guidelines for appropriate replacement of lighting equipment. In particular, these guidelines are aimed at providing a proper standard and approach for replacement of lighting equipment with the ultimate goal of contributing to society in terms of three aspects, namely, reduction of the burden to the environment, reduction of social risks, and realization of a better lighting environment. Also, clarification of the criteria for the need to replace lighting equipment will promote appropriate replacement practices from the point of view of creating a better lighting environment as well as lead to reduction of environmental burden in terms of electrical safety.
