In Japan, outdoor recreation and touring activity of the peaple has been much increased during recent several years. Skilled developments of various recreation areas are requiried. Mt. Hieizan, situated between Kyoto and Otsu and famons as the cradle of the japanese Buddism, was selected to be one of such recreation areas. In this article, the outline of the overall “Master Plan” for the 1750 ha project is described. The principle of planning was based on the har nonious development and adequate control of religions and recreational activities, landscape conservation and forestry.
