In this paper, to discuss the meanings ans effects of these elements from the point of view of systems approach, we carried out sensitivity analysis by using a computer simulation model. As the result, a guide of the measurement in the aspects of learning, value orientation on work motivation, skill levels required by positions, skill levels possessed by individuals, and cooperation relations in work groups was obtained in relation to the propensity for fuzzy structure in organizations.
