Abstract
Merit rating is the main source of information in personnel management. Rating by human being can certify only the level of ordinal scale. For this information to be used effectively, rating data must be converted into interval scale. In this paper, we propose a new rating model usign the optimal scaling. By this model we can both estimate the weights applied to the rating elements and convert the rating data into the interval scale. Then rating factors and rating scale are examined through the results of this rating model.
