Individuals with incomplete basic education have existed for decades. Although the Population Census of Japan has indicated that there is a high rate of people with incomplete basic education in Okinawa prefecture, few studies have clarified the characteristics of these groups. In this paper, district-level data from the Population Census of Japan in 2000 and 2010 are presented in a table that indicates the number and characteristics of people in each of the 322 inhabited islands in Japan who have not completed basic education. The data show that the Battle of Okinawa, segregation due to leprosy, and policies at the national and municipal levels affect individuals’ likelihoods to have an incomplete basic education.
