Abstract
In consideration of international situation for national security, “Civil Protection Law” was enacted in June 2004 and enforced in September 2004. Local governments had responsibility to protect citizen against armed attack situation and emergency response situation such as terrorism attack. One of their responsibilities is to prepare Civil Protection Plan. The purpose of research is to suggest the point of view for implementing “Civil Protection Plan” and define emergency operation for local government practitioners. Finally, we developed an information system for implementing
emergency response effectively in Civil Protection Plan.
