    Recent years have seen an increase in the failure rate of large-scale projects such as system integration that follows the merger of commercial banks and other institutions, which generates increased social and economic destabilization with growing impact. The key to the success of a given project is held by the manager. In this regard, we conducted research aiming at understanding what skills and knowledge are truly necessary for managers. Although many companies have been educating project managers for a long time, very few attempts have been made to evaluate the appropriateness of the contents of such education. This can be attributed to the fact that there are no detailed and objective data regarding the knowledge and skills which are indispensable for managers. Here, on the basis of 18 case studies of system development, the author has extracted and subsequently analyzed and evaluated the factors which exert large influence on the development. As a result, the overall validity of the educational content emphasized in previous studies was confirmed. Furthermore, it was found that the managerial aspects exert greater influence on the success of the project than the technical aspects, as well as that project managers lack sufficient knowledge and skills in this area. The methods and the results of the analyses and evaluations performed in this study are presented in the present paper.

    The Great Merger of the Heisei Era has completed in March, 2006. Local Governments throughout the nation have been working on redeveloping and sharing systems in order to improve services for citizens and to reduce cost. Since Sapporo city introduced its call center in 2003, first in Japan, many local governments have started studying introduction of call centers including shared call centers. However, its evaluation standards stand not on the viewpoint of users’ utility, but on the viewpoint of service providers’ selection criteria. This paper presents new quality standards for shared local government call centers, based on the citizens’ utility such as services with quickness and accuracy. A model of the center is constructed, and this paper evaluates the shared centers based on the new evaluation standards. Guidelines for determining the parameters of the centers to improve services for citizens are shown to be made.

    In current information society, web applications using the Internet such as information transmittance, search and online trading have become vital foundation of our life. We usually use appropriate web applications to achieve our goal. In the development process of current web applications, designers design interfaces of an application by using HTML, CSS, image and developers not only implement business logics but also modify the interface for dynamic generation of HTML tags based on the executed logic. Therefore, not only designers but also developers have to work every time when the page design is changed. This paper provides a Flex based framework called Camel which is able to separate developer’s and designer’s work completely. We also show the utility of this framework by implementing and executing an application. By using Camel framework, developers do not have to work when the page design of an application is changed and the behavior of the application is guaranteed.

    In consideration of international situation for national security, “Civil Protection Law” was enacted in June 2004 and enforced in September 2004. Local governments had responsibility to protect citizen against armed attack situation and emergency response situation such as terrorism attack. One of their responsibilities is to prepare Civil Protection Plan. The purpose of research is to suggest the point of view for implementing “Civil Protection Plan” and define emergency operation for local government practitioners.     In this study, we performed present conditions analysis from periodical road surface property findings and built a framework for minute maintenance plan. And we examined a road structure body and the data which, in addition, could become the damage factor as pavement maintenance information data model based on JHDM. We developed a pavement support system with the data, and any place other than a repair place of maintenance plan by the conventional road surface damage evaluation technique of management standard, examination inspects a function to perform the damage cause investigation about a structural road surface damage place discovered in check every day and data analysis.
