The Development of Verification Method of Emergency Response Function

Visualizing Production Line of Emergency Response Manual, Kobe City

Abstract

The recent emergency response manuals have been highly completed as an individual operational level. Manuals are regularly revised and improved so that municipal employees can operate more efficiently. Thus, a new method is required in order to inspect the consistency and the flow among those qualified manuals. In this study, by adopting inverse operational approach, we visualized an information process shown in manuals as "Production Line". This enables us to inspect the details of input/output in each process. In this way, we could point out the leaks of actions in the process and clarify necessary improvements on forms.
