Status of Relief Supplies Operation in Local Governments and Proposals for Improvement

Abstract

The purpose of this paper is to clarify the actual situation of relief supplies operations in local governments. We conducted a questionnaire survey on all prefectures and municipalities. As a result, it became clear that in many municipalities, the person in charge of relief supplies operations and the relief supplies base were not designated. And few local governments have decided how to transport supplies to victims who are not at shelters. In general, small local governments tended to be less prepared. It is concluded that offerings guidance materials are useful for these public organizations.
