Abstract

The greatest problem in Japanese earthquake disaster reduction policy is that many buildings do not have earthquake-resistance ability. Firstly I propose sharing information about earthquake risks, as well as organizing trusful systems of earthwuake-resistance retrofitting in independent local areas. Secondly, I propose to carry out public financial support programs of intensive earthquake-resistance retrofitting for lower-income people. Thirdly, I propose to promote technical development and price reduction of earthquake-resistance retrofitting, I propose to adjust such economic systems as Insurances systems, loan systems, and tax exemption or reduction in order to encourage middle-and upper-income people's self efforts.
