Abstract

This paper analyzes the housing damage evaluation activities in the 2004 Mid-Niigata earthquake disaster. The objective of this paper is to describe the details of the activities and analyze them from operational, organizational, and human resources view points. The data is obtained by the participant observation and ethnographical interviews to the Ojiya City disaster management officials. Based on the analysis, the modified evaluation method is proposed.
