Abstract
This paper aims to clarify some characteristics of planning methodology and techniques of Visitororiented Regional Development which attracts people by the region's whole atmosphere, especially those in the starting stage when it is launched. The conclusions are as follows: 1) As the starting stage, making a core group, discovering and creating some resources to interests people, and raising people's consciousness of regional planning. 2) Two patterns are pointed out at the beginning of making a core group. 3) There are four types of rediscoveries and three types of creations in order to find out some interesting resources. 4) The methods to motivate the region are classified into four types by two indexes.
