Abstract
This article focuses on the tourist enterprises of employment support project for Persons With Disabilities (PWDs). Yosanoumi-Fukushikai is a social welfare corporation in the town of Yosano, located in the northern part of Kyoto Prefecture. For many years, it has created employment opportunities for PWDs. This employment contributes not only to their independence, but also to the expansion of related businesses and the sustainability of the town. It is based on the philosophy of this corporation which respects the independence of PWDs. The case study clarified that through tourism a shift of consciousness in regards to disability leads to a more inclusive society.
