Abstract
The purpose of this paper are to clarify the characteristics of regional problems and tourism development of the prefectural boundary regions. The regional problems of the prefectural boundary regions are the results of geographically disadvantages and economically vulnerable situation. The cooperations among contiguous local authorities across prefectural boundaries based on a regional ecomomic, natural and cultural relations. This study investigates the case of 48 local governments bounded by prefectural administrations.
