Abstract
The purpose of this study is to identify the desired countermeasures against the consumer problems of cellular phones from the standpoints of consumer protection and the individual consumer responsibility establishment. Causes and circumstances of the consumer problems and the existing countermeasures are investigated. Consumer problems have been increased and diversified with the expansion of market. Especially consumer contracts have become complicated for the sales promotion incentives. Existing countermeasures are effective because of consumer protection. However, four desired countermeasures are identified: 1.Rationalize consumer transactions especially consumer contracts. 2.Provide consumers sufficient information. 3.Improve organization to address consumer complaints. 4.Improve structure to promote consumer education. The consumer education is effective for consumer protection and awareness of consumer responsibility, and important to transform current countermeasures into new countermeasures. The causes and circumstances of the problems and the countermeasures described herein will give suggestions as to the promotion of consumer education.
